Here's another notion. We could dig up part of the Rocky Mountains, bring the debris east on trains, and use it to fill up the northern half of Lake Ontario, and then pave it over and erect a 50-foot sea wall all along the southern edge of the new paved area. This would solve Toronto's downtown parking problems for at least the next 10 years and would ensure that the city will be relatively tsunami-safe, barring a major shift of the Earth on its axis.
