I am not sure what exact message you are trying to pass on in your last post? Maybe I misunderstand it?

Are you complaining about a neighbours bad behaviour? Or, are you merely demonstrating a personal lack of compassion (demonstrated by the actions of a macho dog)for animals owned by others?

I am puzzled when some animal owners show such concern (and even love)for their pets, and at the same time show a lack of concern for the feeling for pets owned by others, or the owners themselves. I often see this when dog owners entice their pets to attack cats, or for bigger pets to attack smaller ones. :(
