John, I think you are right when you say

"The program you're trying to work in probably has more bearing on the problem than the OS".

I've tried all the part screen stuff but no luck, when I'm in IE or Google I can get the zoom, but when I open this particular window from the download file there is no toolbar so I reckon I'm stuffed.
