Dani- the cheapest flights are probably those into BWI. Also check out PHL (Philadelphia). Southwest Airlines usually has cheap flights into BWI.

If you're driving North past Washington, DC, I-95 passes within 3 miles of the BWI terminal; the Baltimore-Washington Parkway within 3/4 mile. It's a very short detour down I-195 from either.
