And since this was originally a British song, mocking the Americans for being country yokels, I've always thought the line

"Stuck a feather in his cap and called it 'Macaroni'"

was to make the point that these Colonials wouldn't know what true finery was if it came up and sat on their heads... and the implication, I assume, was also that they wouldn't know how to talk up the girls, either...
