In Boulder, Colorado, USA you don't need a permit. I've been busking on the Pearl Street Mall for the last couple of years. People there don't really care about ability either. I played in Cremona Italy for about an hour. Didn't make much (there's a different standard on violinists there...), but had no issues with the police there.
