Speaking from memory here, but I believe that Pakenham was a colonel at the time of the Battle of New Orleans. He had succeeded in the command of the British force after the death of (and here I can't remember -- Ross?). Of course, I grew up hearing the song, so that may be so ingrained in my consciousness, that I can't remember correctly.
