Try busking on PRIVATE property (with permission)next to the crowds. I've never been told to stop playing my violin when on private property.

Once you are a fixture on private property- and the police like your routine, -try moving to a public area nearby. Chances are you'll be left alone also. The worst that can happen is a policeman will politely let you know what the rules are in that city.

Don't go to city hall first. Play on private property. The police will never arrest you on private property. They'll just figure that you don't know the rules in the city. If it's near a movie theatre, don't ever ask for permission. It's better to ask for forgiveness, than ask for permission. The worst that can happen (especially if an owner likes your performance)is you'll be asked to leave.
