Stilly, the bird you are referring to may be the Perennially Aggrieved Eastern Plover, popularly known as the Periwinkle. The Periwinkle is almost always offended by prevailing conditions, whatever they may be, and is usually glimpsed departing the area as you say...in a fit of pique, and with its nose in the air. No Periwinkle is never really satisfied nor is it likely to stick around long, because nothing ever meets its unqualified approval. It is a migratory bird.
