Except for one woman who abandoned her small car in the council car park at Sidford because the roads were impassable - she got a lift home in a 4x4 , went back a few hours later after the floods had subsided and found a parking ticket from East Devon District Council. They've refused to cancel it according to front page Toytown News this week.
