I do not know about the "gun show exemption"

Oversimplified - if you sell a used gun at a gunshow or flea market no paperwork of any kind is needed. I once saw a transaction at a flea market where one man sold another a .45 pistol for cash even though neither one of them spoke the others language. One spoke spanish and the other english.
