There are way too many laws already.

However, I would restrict all banking and lending institutions to lending out no more money than they actually have on deposit from their customers (instead of 10 times or more what they have on deposit, which is the present system we have...and it's responsible for the great financial mess we're in). They've been running a pyramid scheme....legally! We see the result of this all around us.
