However, would someone (Doug R?) explain to me how the legislature can name a slate of different electors, which are to be presented in the event that Gore is adjudged to have won?

I'm aware that in most states, the electors are not required by law to vote for the candidate that their state gave the most votes to. But how is it possible to bypass entirely the popular vote/electoral votes process?
