Looking at the versions in Greig Duncan it appears at least the choruses have more than just a coincidental connection.

'Over the mountains and over the main
Through Gibraltar, France and Spain,
Queen Victoria commands us by land and sea
It's out over the hills and awa' with me (B version)

However the presumably earlier C version runs

Over the mountains and over the main
Thro Gibraltar, France and Spain,
King George commands, we maun obey,
Over the hills and far away.

which is pretty close to Recruiting Officer as Bruce says, but nothing else in common with the verses. Of course George could mean anything from 1714 to 1830.
