Laws don't usually initially work entirely of themselves in such matters; but can be of service as a formal pronouncement of public disapproval of some attitudes. And they are, of course, not incompatible with the love & kindness Bert recommends, but can be complementary to it. The l&k and the Laws are by no means mutually exclusive concepts. Both have their part to play.
