Not sure. But a friend had a UK account with TalkTalk (aka rubbishTalk) and they have kept the email service open for receive but not send. Maybe it is time to contact customer support with that specific question.

Friend now has a BT account and that is also rubbish she can't even use Outlook (ie "app" for PC) and has to use webmail. Something to do with the change-over from a Yahoo deal they did to their own. BT is THE telephone service and for their size they are mega rubbish.
