As far as I can make out from the map from the link near the top of the page that whole hillside behind the station is outside of the CPZ

Of course, not having been to Whitby since last festival I don't know if any streets outside the CPZ have had yellow lines added since last year. That is the sort of thing I would have liked to hear from people with local knowledge.
