Cooperator, you got "Plebiscite" wrong. I went to an
online dictionary, and here's what it tells me:

plebĀ·iĀ·scite
ˈplebəˌsīt/
noun
noun: plebiscite; plural noun: plebiscites

the direct vote of all the members of an electorate on an
important public question such as a change in the constitution.
    synonyms:        vote, referendum, ballot, poll
"a plebiscite for the approval of constitutional reforms"
       Roman History
a law enacted by the plebeians' assembly.

No reference to a police station.
