A CIA field office cannot do this no cia agent would do this not because of morality but because they can be charged. What happened was a very high level guy like the director under bush hired some contractors and said get us the information. Torture doesn't work agents use money which does work. The contractors are ex special forces that are not trained for anything but killing. Black Ops contractors get away with anything because they are private. I blame Cheney and the bush administration.
