1. Find Dolores singing it on YouTube. Print the lyrics, get out your guitar, sit in front of your computer, play the song, and try out different chords. When you've got one, put the chord symbol on the lyrics.

The song doesn't appeal to me, as it happens, and I haven't even listened to all of it.   

2. I think it's in 4/4. It seems to be in the key of G.    The first chord is a G, the second is a D (on the second note of the last a in "America."
