Regarding the song, Floyd's background is burlesque. He probably heard "Cabbages and Peas" on a burlesque LP. I'm sure I have it in my collection, but I'm not sure which album it is and I don't feel like digging it out. This would have been a record released in the late 1950s or early '60s.
