ISIS was conceived and formed in Camp Bucca in Iraq after the US put all it's captured Al Quaida prisoners in that camp, giving them the opportunity to network and organise in way impossible had they been scattered to the prisons around the globe or taken back to the US and held separately (which would have precluded the use of torture of course).
