Pronouncing "the" as "thee" all the time sounds stilted, unnatural, and a bit condescending. George W. Bush had a tendency to do so in his public speeches, and it made him sound as if he was addressing a group of kindergartners. Perhaps always pronouncing it as "thuh" is a subconscious (or conscious) attempt to avoid sounding like him.
