This one's from an early 60's Mad Magazine, and refers to a Soviet proposal to replace the UN Secretary General with a three person panel:

I'm looking over a three man troika
to head up the UN floor,

One man's a Commie, the other's the West,
Third one is neutral - a Cuban is best...

No need explaining that chaos reigning
is something that I'd adore...
