Shami Chakrabarti was given the job of investigating racism and anti-Semitism within the Labour Party while Baroness Royall was in the process of writing her report. The findings of Royall's report into the OULC made it essential that the actual content of that report be kept secret to allow Chakrabarti to write her "whitewash job" but that didn't pan out did it the Royall Report was leaked.
