I presume it was deliberate in the sense of placing the contracts but not a deliberate attempt to upset any group of people. Changing it is likely to be costly because lots of security assessments and so on will have to be repeated. So the decision was a bit stupid (cf the Sepoy Mutiny referred to above) but is that enough to justify changing it?
