Not a lot of the time, Iains. Yes, the party whip can be used and should a party member vote against it they will be censured or punished in some way. There are many times when the party whip does not apply and, if I had my way, it be removed from parliamentary procedure altogether to allow the MPs to genuinely represent the wishes of their constituents.
