Anybody care to speculate on the motivation of the just reported chemical attack by Russian planes supporting Assad, on civilians in Syria?

In the interests of accuracy multiple news sources quote a suspected "chemical attack"
As yet no proof has been provided to state if it was a chemical attack or if it was, who delivered it.

Where does Russia or the Syrian government enter the equation?
