England has been a fount of political and religious ferment for hundreds if not over a thousand years. Think 'Levelers' think 'Puritans' think 'Luddites' (OK, so economical ferment as well). England is not about to come apart any more than usual (It's the whole rest of the world we've got to worry about).

This shameful incident appears to be a one-off. Apparently some of the would-be victims were able to capture the perpetrator and prevent him injury for a substantial amount of time until he could be taken into custody. So in the midst of this violence, the public will to organize and summon proper authority was not extinguished.
