Hubby suggested this set of instructions. It might not be exactly what you are looking for because the icons can't be changed, BUT further down the page are some instructions on how to set up the colour scheme on a computer running Windows 7 and then saving it as a Theme, and then somehow transferring that theme to the Windows 10 computer.

I just read through it quickly but it might be useful. He says that you need to change the theme to high contrast to be able to adjust the colours, so don't be put off by the high contrast colour scheme without reading the whole page.

If this doesn't work, I'll get hubby back onto the problem.
