Steve the legislation already exists concerning slow moving vehicles and debris on roads. When I had kit coming out of fields many years ago we had to jetwash mud from the vehicle prior to allowing it on the road or hire a roadsweeper. That situation was policed both by the local authority and the consulting engineers.
