An interesting review of many countries attitude to rescue. I cannot vouch for it's accuracy and it is probably a simplification of the reality.

But there is a potential downside to helping already injured people.
where a defendant can sometimes be held liable for negligence if the defendant's conduct makes the person's injuries worse, With the best will in the world a first aider or anybody may make a mistake and aggravate injuries. e.g. placing a person in the recovery position when they have spinal injuries. In this litigious world we inhabit where we seek to be victims, and look for blame allocation and muneee, it does make a person think twice or even three times before offering any kind of aid. This coupled with the me me culture of instant gratifications paints a picture for an increasingly ugly future.
