Racism is not an assessment of how all people behave - just how many racists there are - which lets those who aren't off the hook
I'd have thought between a quarter and a third is a large enough estimate to raise concerns
There can be little doubt that Brexit was sold by using the 'race card' and the immediate rise of racist incidents confirmed that to be the case - you might consider the majority who picked up that card as an estimate of how many racists there are
