Even if the first interpretation is the only one (as it clearly is not), "all" is hyperbole, and shouldn't be taken literally. If someone knows they DON'T do this, then their conscience should be clear, and raising a stink about "all" seems to this observer to be on the lines of "Methinks the lady doth protest too much."
