Depends, among other things, on the height of the sun. I always turned headlights on (didn't have daytime running lamps) if I could see the my car's shadow in front, as I figured oncoming drivers would have the sun in their eyes. But I have to agree with Bonzo that headlights aren't quite so necessary when the sun is high in the sky.
