Paraphrased from my post above which has not been properly read, it seems:
"DAYTIME DRIVING LIGHTS. They are NOT sidelights, headlights or fog-lights, but completely separate LED strips".
They come on automatically when you switch the engine on, and can NOT be switched off!! They are there to make your vehicle more visible to road users and pedestrians.
They correspond to type 3 as listed by Iains above.
I bet at least half of your 100+ "cars with lights on" have these, Bonzo!
