NPR reported that his family has been distressed by this man's mental state for decades, that they weren't able to get him the medical and psychiatric attention he needed (he refused). His stance and noise are totally in opposition to the views of the rest of his family - sounds like he's acting out in a couple of ways here. Someone from the family suggested he's a child in a man's body.
