Making a CD with only one track is just laziness on the part of the producer. It saves preparing all the individual tracks. Having made quite a few CDs I'm very much aware of the difference. It's not very smart either - I bought a CD once which turned out to have one track. When I took it to the local FM radio station to play it on the folk music program it didn't get played because I couldn't cue the track I wanted to play.
