It happens from time to time that a nation will demand the recall of another nation's ambassador, and, as far as I know, it an accepted convention. That is not what happened here, of course, but it seemed clear that the ambassador would be unable to do his job effectively now; hence, his resignation. I don't get what's hard to understand about that.
