I used to have an Adana printing press, lead type and all. They used to sell mounted lino at about the right height.

Using fine emery paper and a good flat surface you could get the lino surface super flat. Then using miniature woodcutting tools (not lino-cut tools) and a steady hand, carve fine & delicate lines. I carved the impressions of church brasses, used them to make Christmas cards for years.
