In the UK at least its best-fit description is 'Community Song' as it was endlessly published in the 20th century in just about every community songbook. Whether these 'community songs' are folk is a matter of what your idea of folksong is. They very rarely fall into the variation category, but then they also include 'The Farmer's Boy'.
