This past year I set up a laptop with a fresh Win 8.1 install:
and another laptop factory reset to clean reinstall Win 8.1 from the restore partition.

In both cases win update would no longer work.
Because it required an update it self...

I think I might have explained how that was resolved
some time back in this thread...???
