5g is not more powerful

Not more powerful? At 1/r intensity the nearer you are to a transmitter, the more energy you are inundated with. 5g needs far more transmitters to get the coverage, and even if you didn't study Radio Comms at Uni, you would see that you are more likely to be close to a source of microwaves. And microwave ovens have pretty strong regulations about leakage.

Then there is the possibility that you live/work under a transmitter, say in a school. The 1/r2 (transformer) field is more penetrating, but safe at > 20 wavelengths. And can it be made directional towards the street, I think not, if I remember rightly? And at higher frequencies the signal can penetrate further. It is touted for its penetration of buildings (to a degree).

5g will come to a locale near you, it will be unstoppable, unless you live in sparsely populated areas, in which case don't frequent the transmitter spot. It will need far higher powers to reach, as they found in Orkney.

The only saving grace is that it is easier (eventually) to make phased array aerials which would direct more energy at the (moving) receivers, even multiple ones. But only in big cities where the traffic justifies the expense.

Did the programme point out that they are not using the higher frequencies yet? Well maybe only on Orkney, as a trial. Slight of hand, I smell.
Life ain't binary when you have insight into the mechanisms.
