I don't know what it means but 2 major internet fiber cables in the DC metro area have been cut. One in VA on the last day of voter registration and yesterday one in MD was cut.
Also the postal police have been ordered to stand down for 2 weeks.
There is no protection for mail carriers , mail boxes or ballot drop boxes. There will be no postal security until after the election.
