State legislatures appoint the electors that vote in the electoral college. In about 20 states, there is no law requiring them to appoint electors who will vote according to the wishes of their state's voters. There are more Republican legislatures that Democratic ones. Trump could, and probably is, ordering states legislatures to appoint electors who will vote for him.
