Extreme behaviour attracts attention (need I mention Agent Orange?), so that's why headlines *scream*, and why ad-financed algorithms select for outrage.

'Twas always thus: "blood libel" comes to mind, as does the moral panic whipped up over Jack the Ripper by the newspapers of the day.
