I think you were right; it was just too long for the "blickifier" to work. I just built it by hand and the link seems to open the page in question.

However, it looks like this document may be out of date. On page 4, it says,

Expiry or review date
This advice will be reviewed before March 2020.

This may imply that the information is no longer valid???
