It can be handheld, driven around, or fly high by drone over populations that have cell phone use. It acts like a cell tower that takes everything without permission. Untold numbers of immigrants have been located and all their data collected. It has also been used to collect all the data of protesters like the women's march after the Trump inauguration. What is wrong with this practice is that a search warrant is not requested to take all of the data. Its like the 4th amendment has disappeared.
