It's what they did with their votes. I read that quite a few people voted "for" as a lark - thinking it couldn't possibly pass. The equivalence to that nonsense is voting for third party candidates here. Anyone who votes for the Kennedy name (no one in the Kennedy family takes him seriously, they've known about his problems with blending truth and fiction much of his life) is throwing out a vote that can actually make a difference.
