Two things: If there are savings of x trillion dollars in government expenditure, has anyone (on either side of politics) suggested that instead of giving tax cuts, the money should be used to reduce the national debt?
The greatest disrupter to the established order before Trump was probably Andrew Jackson, who introduces the "spoils system". The damage it did to the US civil service wasn't repaired until the 1880s when they introduced some form of examination for prospective civil servants.
